Given my experience with Bilstein, I doubt they would not at least do some math to change the stack.
That's not to say the -2020 application would be "bad." I've run damping I know was slightly underdamped in performance applications and it was still lightyears ahead of anything untuned...
This means the strut is located in a different place on the lower control arm vs 18-20, which results in a different motion ratio, which would need different damping. With that level of ride height difference for the same setting, its enough that it needed to be changed to be considered...
I'm assuming the tire marks also move with the steering wheel? Just checking since haven't seen a pic with them turned, or that specifically being mentioned.

I think the thing here is just ask any 2021 PowerBoost owner who DID NOT get MAXTOW to see if they have the bolt in the middle of their axle hub. 2021 started the 3/4 float axle, which makes identification a breeze, so long as someone just takes their wheel off and looks.

Preferably from a couple of angles. Should be able to grab that with the wheel on. I'd just like to see the end of the axle tube for a hypothesis I have, that hopefully would help folks out.
