That bill is absolutely idiotic. It would be hard pressed to withstand scrutiny as it would go against any right to repair as well as causing conflict with other industries that also do OTA updates.
If I remember correctly from the video you can assume about an extra 30-40 minutes charge time per ~100 miles depending on how well the trailer tows because for longer range what most EVs plan is to go from ~85% to ~16% charge because that is the best fast time miles per minute charge rate.
I agree with you, if they accepted the order as is without any of their own caveats they should be stuck with their own mistake. If it wasn't for you doing the original reservation and order they wouldn't be getting a dealer stock truck.
It looks like it was a 30 day trial to use Amazon auto streaming services and possibly other internet services. A slight difference from the built in Wi-Fi with ATT but probably not much.

If you need 50 amps I think the better option would be to see if you could find a parallel system that may tie the two circuits together after the plugs.
Sounds like one of the connectors allows water intrusion. I had a similar problem with the ABS on my MY08, unplugged and cleaned and everything has worked flawless since; I was also planning on adding dielectric gel but end up not needing it.
