The gym I go to is in a strip mall in Sarasota. Florida Power and Light has installed 6 charging stations in the middle of the parking lot. I haven't seen them used much except for one day last week when I noticed a huge, black Denali parked in one of the spots. Yesterday as I was leaving I saw that 5 of the 6 slots were occupied. Curious, I walked by to check and 4 of the 5 had EV's plugged in. Then I noticed the Sherriff's car as he was writing a ticket for the non-EV while having an amicable conversation with the EV owners who were charging. Good to see.

A statue enacted in Florida in 2012:

"366.94 Electric vehicle charging stations
.
.
.
3)(a) It is unlawful for a person to stop, stand, or park a vehicle that is not capable of using an electrical recharging station within any parking space specifically designated for charging an electric vehicle.

(b) If a law enforcement officer finds a motor vehicle in violation of this subsection, the officer or specialist shall charge the operator or other person in charge of the vehicle in violation with a noncriminal traffic infraction, punishable as provided in s. 316.008(4) or s. 318.18."

Fine may be a maximum of $250

Other than the northeast states and western states, there are few similar laws on the books right now. With the current expansion of many manufacturers and models (watch the Super Bowl this weekend), I hope many more follow soon.

Unfortunately, the wording on this law is poor, so it allows people who have vehicles "capable of using an electrical recharging station" to park without plugging in. BUT, it's definitely better than nothing.

I also think the law should allow removal via rocket launcher for people who block a charger when there are plenty of other parking spots around, since they're obviously just terrible people.
