Tire fitment with aftermarket bumper only

How does an off road bumper affect tire size clearance compared to a level or lift kit? Raptors come with 37’s, so would just changing the bumper clear 35’s or 37’s?

In my experiences, I don't know that a new bumper would help with tire clearance. Ground clearance or better approach angle is what you mostly get with a bumper. For clearance on bigger tires, you typically need a lift, depending on how much bigger you go. I have seen people trim their inner fenders on trucks when they have rubbing issues.

You might look up wheel/tire combo specs and have to bust out a tape measure, or maybe go to a local, credible tire shop and get their opinions.
