I think this dealer had an issue with their online pricing "double-dipping," so they were showing the $1500 customer cash plus another $1500 dealer discount below sticker (plus T/T/T). They told me that if I came in this weekend they'd honor both...
So I got my refund from the original dealer after a few phone calls. Truck is still 100-200 miles out and closing via rail and mine if I want it.
I found another local dealer that is selling an XLT SR 311a and an XLT SR 312a for less than MSRP in the same colors in addition to the $1500...
Just chatted and found it's on a NS railcar. Left Ohio @ 3:59 this afternoon heading east.

I'm getting estimated dates of 10/22 - 11/04 via order tracking and
10/25 - 10/31 via reservations & orders.

Emailed the dealer this morning to check about OTD pricing, incentives (he last told me the customer cash was only good through 10/31 for an XLT), and the 23B57 module CSP. Hoping it can be updated before I take delivery.
I tried doing something similar (saw that you were in DC, I'm in Southeast PA). You'll find that many of them aren't actually on the lot - you can call them but what they're advertising as "in-stock" is rarely the case.
Good news from UAW presser this morning that Ford will not be hit with expanded strikes like Stellantis & GM. Hoping this relieves some of the tension with Dearborn if there is any at the moment.
