Can this tire be safely patched? or drill bit hole too close to the side wall?

Thanks for asking this as I have a tire that I will now fix which has damage much ALMOST an inch in from the wall. The garage wouldn’t fix it to my surprise but now I understand more from this thread. Kept the tire and will use it in the future thanks to you!

On motorcycle tires punctures can only be repaired as a temporary emergency repair, not a permanent repair like on a car/truck tire. (In the legally repairable zone on a car/truck tire than is, and not on a tire that's over 6 years of age or very worn) As a Motorsports Service Manager it was a constant battle trying to educate my customer's that didn't understand why a nail in their tire meant a tire replacement 100% of the time. And it didn't help that their friend "Ted" installed a plug in his bike tire 2 years ago, and it's still holding air just fine.

The tire is destroyed.
At that wear level, I would replace all.
