If a truck is listed as CPO is it supposed to come with everything that was included as new from the factory?

I can't imagine them checking for everything, like floor mats, tonneau cover, EV charger. I'd be shocked.

You mean certified preowned?
Here it means the vehicle comes with a safety certification, the mechanical safety inspection. And, of course that it's used.

It comes with whatever is with it, no standard really.

I will add that a safety cert here has a fixed cost plus whatever it needs, like brake pads.
Some dealers got lazy and started selling some used junkers as "self-certify"
