I think Ford believes they have a differentiated product with BCHF but it will increasingly become the norm (especially as Kia / Hyundai begin to offer similar capabilties) and no one is going to pay monthly to have "cruise control". BMW is now offering a system that competes w/ BC 1.3 and I just noticed this language on the configurator. The "8 years and then disables" is odd, but it's still not a hefty monthly subscription to turn people away.

I use BC quite a bit, especially when I need to go to/from my parents which is over an hour a way. I am in NJ, and use 78 and GSP mainly. I do agree that its not perfect but I like it, and for me it works decent. I know its pitfalls, and issues...just got used to it. I know its not a Tesla, but sometimes I wish that all manufacturers would use one type of system, and it would be open source so everyone would contribute.
