If you are talking about the 60-80ish MPH range governor you can ask your Ford Dealer to remove it because some fleet vehicles are incorrectly sold private party with the software still locked. If you are talking about the 100 mph+ limiter that’s not advisable since the motors have an RPM design limit before damage occurs

2022 Pro ER's were targeted to large fleet order makers which might have spec'd a max MPH

It's still possible to program a max MPH, some fleet buyers of the PRO-ER's specifically request it.

The OEM tires on my Lariat ER are rated 116T. My guess is that the speed limiter is set to 118 mph to match the tires.

It’s probably the other way around. The limit is the rpm of the electric motors and at max you get about 105-110 mph so Ford ships with a tire rated just above that .
