My guess is that it's a leftover part from manufacturing. Probably when something was inserted into the truck body, it should have been removed and discarded, but was inadvertently left in the truck. Similar to the plastic clips which hold cardboard shipping containers together.

You're correct about it being a leftover part (even has a part #) that is usually discarded.
