    Kids were complaining the second row wasn't cold enough. So I bought a dual head USB fan from Amazon that clips onto the headrests and plug it into the cigarette outlet behind the center console. Now the kids complain that it's too cold. Good thing the fan heads can pivot in any direction.

    I assume you're in Edmonton or Calgary. I'm in Edmonton =) Obviously on a cold soaked battery it will affect performance. But not as bad as what you're describing where you can't get it going above 30kph.
