Can't get connected navigation to activate

I've had my truck for a month now and have never been able to activate connected navigation. All the connected services are activated and enabled, but connected navigation is locked along with the 2 options below it.

The only thing I haven't activated yet is the blue oval charge network, I was holding off cause I wasn't sure how long the free miles would be good for and I have no use for them now. Is it required for connected navigation?

I called the support number for Ford pass and they double checked that everything necessary was activated and suggested maybe I do a hard reset which I really don't want to do and don't think will fix anything.

Using mobile device Ford Pass, Account, Privacy tile, double check you privacy settings to see if all are acknowledged & permitted.

Checked those, all are accepted. Got my hopes up for a second...
