Is there a chance your garage has AC? Cold air in the conduit could be causing condensation. I would try some expanding foam instead of caulk.

The code allows for small drainage holes in some cases to drain moisture buildup from electrical boxes.

However the FCSP should be sealed per the guide with "liquid tight conduit glands" that is, the conduit entry should be water tight!) so no water can even get in.

The conduit should NOT penetrate the rear plug.

"Liquid-tight conduit glands, also known as liquid-tight fittings, are used to create a watertight seal between liquid-tight flexible metal conduit (LFMC) and an oil-tight, rain-tight, or liquid-tight box or enclosure, protecting electrical wiring in environments where moisture or liquids are present."

They are available for both rigid (e.g., EMT) or flexible conduit types.

PS: In case you or anyone else is interested, Type 4 UL50E is a rating standard, for outdoor enclosures for example.

It was just updated in 2024 but I don't have the most recent version (they are pricey to purchase). The first document attached is from 1995 (I think)--OOPS TOO LARGE A DOC---, the update summary is the second attachment.
