Unable to add spray in liner to build. “Commodity controlled constraint”

8/15 build week. I asked my dealer to add the spray in liner back on my build as it seems orders are being filled with or without that option. I had removed in fear of it delaying my build a couple of months ago.

the dealer told me he was unable to add it today due to an error message “commodity controlled constraint”. Anyone ever hear of this? It sounds like Ford is limiting the amount of spray in liners it will send out.
