That TSB specifically states it is covered under an ESP.

I know. I've spent all day on this. Someone at Ford/ Lincoln Protect finally stated that software upgrades are covered. They gave me a reference number to give to the dealer. Hopefully this will help.

If you want the DIY method, you can unplug and replug the cable on the modem directly. This does involve removing the trim behind the rear passenger seat to get to it.
