Some OEMs do the tests in house but some farm it out to independent testing companies that are certified by the EPA. In either case the results are printed on the Monroney sticker and are provided to the EPA, which does selective checking though what they call their "surveillance" program, not 100%.Almost correct. Certified independent testing houses (like where I work) do the tests for the OEMs, but the EPA has to certify them.
