Question about storage in front of gear shifter

I ended up buying this

which is pretty damn nice for the price, but it made me wonder, what are the two slots where this connects into for? It seems like a strange spot to just have two slots like this. Or is it intended for people to make accessories?

I 3d printed it at library.

It is useless for a phone holder, too far from driver.

Also, it comes out of the slots too easy.
