Regardless of your stance on taxes and their excessive nature, it is fair to expect EV drivers to pay their share for road use. However from a privacy/civil liberties perspective this is not It. This violates the Fourth and Fourteenth amendments. There could be yearly inspections where the mileage is recorded, which is already done in states with safety inspections. For those that wish to volunteer to join such a program, sure, but this should in no way ever be mandatory.

Doesn’t state make money off of Electricity sales through taxes and fees? i am using electricity that I didn’t use before (when I was driving ICE). Isn’t this double dipping?
Solar. The problem there is solar panels. You are not paying any fee if you are your own power generator. And soon many, many people (not just the minority) will be doing that in one way or another.

Seems like the fair way to do it would be taxing a combination of mileage and weight so they don't have to play catch up with technology every time propulsion power source changes.

If I understand you correctly when you say, many people will be doing that.
If you mean putting up solar panels, I disagree.
There are insurance companies that will not insure properties if solar panels on roof. If the panels are ground mounted they will not cover panels or equipment.
Maybe that is just here in tornado alley, I am not sure. Worth looking into.

More generally, I mean folks will generate their electricity locally. There are highly efficient residential “windmills” that don’t use turbines at all that will soon be available for like “tornado alley”. Tesla sells solar roofing material, in which the solar cells are built into the structural roofing tiles. That is coming. And finally, there are GHIN flexible film soar cells coming that you can stick to almost any architectural surface. It will happen.
