I think I have fixed my charger. I suspected my electrician used an aftermarket circuit breaker and I was correct. I replaced it with a genuine manufacturer part to match my panel and was able to charge at full power for over 4 hours. We went through 3 different breakers before I came to suspect this. Not being an electrician, I had no idea that sub-standard after market breakers even existed. Lesson learned.

After market breaker? It's not made by the same company that makes the panel?

Some breakers are interchangeable with some panels. I know Siemens and Homeline breakers are interchangeable with each other.

They fit, but are not likely listed to be used in the other panels.
There are “classified” 1” breakers that are listed for other brands. Eaton is the only one I’ve seen, but there could be others.
I‘ve seen someone try to use a Siemens in a GE (could have been the other way around) and it overheated at the bus stab because the breakers were designed for a slightly thicker bus connection than what the panel had.

This video details a charger setup that was done by licensed electrician, according to code, and inspected that failed and could have burnt the house down

Tom's point is the code is behind, the constant full load current demanded to charge EV, loads parts that normally would not fail.
