Yes, but eventually people will not rent from an apartment that doesn't have ev charging. One of the advantages of apartment life is you can easily move. If an apartment next door or across town has chargers available then I move there. Eventually the complex without chargers will lose enough tenants that they will realize they need to add them.It really has to mandated both in new construction and in existing. Providing low cost loans as the apt building owners make money by charging more for the EV parking spot and also make money selling the electricity.
Most new apt buildings (mine for example) put in five or six charging spots and call it a day.
