Rewritten, yes, but current FHWA will likely not release new rules before Jan 20, 2029.This situation isn’t unique to Iowa. The good news is that the rules are just being rewritten, not canceled so we can reapply when FHWA updates the guidelines.
I get the pessimism, but we’re being told it’ll happen this year. After the public comment period it’ll likely be late this year. I’m guessing things will be postponed until 2026 at the earliest. The awards were made in October, but contracts were not signed by the time the feds decertified the plan so Iowa’s deployment is on hold, unfortunately. Iowa is run by republicans who won’t push back against the feds. We play by their rules or we don’t play at all.According to Tom's excellent video, Iowa has reached Round 1 so apparently there are "obligated" funds?
Captain Chaos may force the state to use the courts, but "obligated" funds may still be in the works that can't be clawed back.
