If you are that close to a vehicle where this makes a difference then you are way too close!
Regardless of how close the other vehicle in front of you is - the expectation is that once the truck is perceived to be "stopped" by me, the driver, and I let up on the brake, and the vehicle rolls forward UNEXPECTEDLY, there's no knowing how far it will go - yeah, it's "only" 3 inches, but you don't know that at the time, and that create a lack of confidence - auto-hold is supposed to HOLD, not roll.

Weird behavior, but normal. My truck does it too. No idea if it's new; I rarely use the brake pedal all the way to a stop.
Yeah, me too, but my new daily route takes me through some more congested areas with stop and go traffic with people who should not be allowed to drive (maybe that's me :) ).

Maybe I should just forget the on pedal and auto hold features and pretend I'm driving an automatic ICE - that way I'll be programmed to always cover the brake and not worry about "unintended acceleration".

Just turn off auto hold.

Well, that sounds like the behavior. Why do I suck at describing things lately? Anyway you nailed it.

Is it "Normal"? I don't think so.

Is it "New"? Yeah, this is something new in the past few months for sure - thought it might be cold/winter related, but did not have this behavior before the fall for sure.
Just started for me in my past week it seems. Will look at my update history

There’s a light that is often red for me. I am at an uphill slope when I stop for the light. I use 1 pedal mode always. And I always have the feeling that my truck rolls backwards a couple of inches after I stop whether or not I use the brake pedal while coming to a stop.

There was a software update recently, after driving my car using 1 pedal…it seemed harder to come to a stop without using my brake pedals. I just broke 8k miles, maybe I unlocked noob mode?
