I googled this:
No, your "Prepare Cabin Off Plug" does not need to be on for a Ford Lightning to be preconditioned at a specific time; you can schedule preconditioning through the FordPass app or your vehicle's SYNC system, and the car will automatically activate preconditioning based on your set departure time, even if the "Prepare Cabin Off Plug" is off.
I don't think that's accurate (Google results), in the interest of science & testing logic of how I think the system works, I'm turning OFF my switch to see what happens at 12:50.

Try adding it in the truck via the Sync screen, then see if the scheme is visible on the app.

Could be a cloud/server issue or configuration of your permissions in the truck.

EDIT: One more thing with ANDROID, force stop and clear the cache (not the data), then restart the app
I couldn't find where to set it inside the truck.

Correct.

The switch doesn't need to be on if the truck is plugged into AC charging.

but my truck was plugged into AC power but had the switch to off and still no preconditioning

Ah, that is a selected item in the software, please refresh me how to turn that on, I vaguely remember this

I turn off the environmental since the temps here are mild
Then no cabin conditioning is going to happen, only battery prep and that usually only happens in low temperatures, and usually runs 45 to 20 minutes prior to designated departure time frame, the system leaves the last 10-15 minutes for cabin prep IF you ask for Warm, Cool or moderate conditions

This is my problem that might just be our mild temp that we have experienced this past week: "only battery prep and that usually only happens in low temperatures." So it appears that battery conditioning only happens during colder temps even if I request it and input a time for departure. This is why it was not conditioning my batteries when requested. Ford really needs a "Precondition ON button"

Make sure your time frames for charging exceed the time frame for the departure time.

ex. your programmed charging schedule (im guessing) runs midnight to 6 am, likely the truck reaches your prefered SOC of 80% well with in this time frame and all is great BUT the EVSE does not activate energy because of the end time.

To remedy this move your TOU end time to 8am, even if it's in a higher rate time frame you will only use 2-6 KWH for the preparation process, energy for battery warming or as deep winter approaches, cabin warming
