Per a Ford texting agent. According to my resources, I see that when you press the button once (within 3 ft) it will unlock and when you press it again two times (within 3 seconds) it will lower the tailgate for you. I've included a video of the operation of this feature for your review at your leisure.

That really doesn’t address the issue with pressing button on the tailgate when the truck is unlocked to begin with. That’s when I get the 3 beeps about 50% of the time.

Hey all! Been meaning to bring this up, but didn't find this particular thread until just now. Ever since my dealer first walked me through the features of my Lariat, I have had weirdness with the tailgate. Doesn't matter if I'm using the tailgate button, fob, or dash button - usually the first press results in a some clicking/whirring motor noises only. A second press will usually get two or three beeps. On the third press it will usually beep but eventually open. Sometimes it takes six presses or more before it opens up!
I discovered yesterday that if I push in on the tailgate while pressing the button, it opens right up 90% of the time. Sometimes it feels/sounds like there's an additional click when I push in. Like maybe it wasn't fully latched all the way? I'm not exactly sure what this indicates, but was curious if anyone else that was having problems had tried this.

Also I noticed that there were some pieces of clear plastic stuck on the tailgate. One of them I removed but the other two looked like they were maybe there to protect the paint or something, so I left them on. Anyone else have those? When I picked up my truck, there were a lot of random pieces of tape left on it from the factory.
