That and I think that as gaps occur in the production jobs they can slot in Pros since there will be a large backlog with no expectations for immediate delivery.
They REALLY want to convince you to spend the extra money and upgrade to a XLT. Ford probably isn't making much money on the Pros or maybe even losing money on them. The Pro is a gimmick to get you excited/interested only to be disappointed when it's sold out forcing you to order a higher trim. The people who are set on the Pro are going to end up waiting over 2 years since they reserved to take reservation.
