My guess is with the VA results and the close race in NJ that the Build Back Better pork barrel is now DOA.
Maybe it works the other way and the BBB gets pushed through as it it is viewed as now or never.

Setting politics aside, the legislators have yet again changed the parameters for the proposed Federal EV Tax Credits today!! I see a lot more Lariat models being ordered if this version goes through as written! :D (y)

Here's the biggest change I noticed:

(2) APPLICABLE LIMITATION. — For purposes of paragraph (1), the applicable limitation for each
vehicle classification is as follows:
(A) VANS. — In the case of a van, $80,000.
(B) SPORT UTILITY VEHICLES. — In the case of a sport utility vehicle, $80,000.
(C) PICKUP TRUCKS. — In the case of a pickup truck, $80,000.
(D) OTHER. — In the case of any other vehicle, $55,000.

Other noteworthy points:
- slightly tightened the income caps from 400k/800k joint to 250k/500k joint -- most normal folks won't have problems here, right?
- still assumes the vehicle is one "which is acquired for use by the taxpayer and not for resale" (not sure how they would know or limit this, but good on them for trying)
- limit of one (1) credit eligible purchase per tax payer per year
- final assembly must be done in the USA when after Dec. 31, 2026
- will allow for the "Transfer of Credit" to the dealer for what would seem to be the point of sale credit (page 1494) -- though, I believe this subsection (b) provision will take effect after Dec 31, 2022 (page 1500). The extended start time makes sense if they have to figure out a way to credit the dealers closer to time of purchase.
- new credits replace current IRS 30D EV tax code after Dec 31, 2021
- all credits will end Dec. 31, 2031

also note there is a proposed 30% tax credit for commercial electric vehicles. Can I buy a Platinum with a bed rack and get a $30,000 credit???

Are they still defining "US Assembly" as Union plants(represented by Organized Labor)or did they drop that requirement? I saw somewhere that amendment was proposed-- keep the USA restriction but drop the UAW demand for the extra $4500.

It’s still worded as only qualifying for that full extra $4500 for unionized factories but Republicans (and most every automaker other than the “big 3” U.S. Ones are fighting that since most other automakers have US plants without unionized workforces)

(1) DOMESTIC ASSEMBLY QUALIFICATIONS.— 
The term ‘domestic assembly qualifications’ means, 
with respect to any new qualified plug-in electric vehicle,
that the final assembly of such vehicle occurs 
at a plant, factory, or other place which is located 
in the United States and operating under a collective
bargaining agreement negotiated by an employee organization
(as defined in section 412(c)(4)), determined in a manner 
consistent with section 7701(a)(46).

Unfortunately, I do not think that the tax credit will survive in its current form due to apparent violations of the trade agreements with Mexico and Canada as well as other international trade agreements. The build in America and union provisions have the international community unanimously up in arms, with 25 ambassadors signing onto a protest letter.

Even if the bill passes and is signed into law, I think there is a possibility that the WTO could force a change. Interesting times ahead.
