Yeah I was going to say something about MS. It's a charging desert there, I had drive through Alabama instead of MS on a road trip this summer. No. Cash for Clunkers had specific requirements. The vehicle had to be disabled by the dealership. There was a specific procedure. Oil is drained, silica sand and water put into engine while oil is draining, then it is revved up until it seizes.
