The point of Plug and Charge IS using the trucks billing method, that is what it is. Without plug and charge there would not be any billing method other than the Tesla app. There is no way for Tesla to bill through Ford other than Plug and Charge.I'm not sure that disabling Plug-N-Charge would solve this issue, as the truck is certainly looking at a charging session activation at the moment you plug ANY connector into the charge port... "PLUG N CHARGE" as actually an additional 'feature', and is purely to resolve having to do anything other than plugging in at a DC Fast Charge location, at least one that has this activation protocol with Ford. EA stations would be the other locations.
Now, as to why the Tesla APP activation did not work, then the truck defaulted to it's OWN billing method, is probably on Tesla's side, not Fords. With Tesla Superchargers, other than hearing the spool-up of power, you really only have one or two other ways to 'know' it is charging: Your vehicle on-screen readout, or your APP, whether Tesla, or Ford.
Additionally, on some vehicles, like our KIA EV9, you actually find that you don't know HOW to STOP the charge: there is no button on the Supercharger unit. There is no 'Stop Charge' within the vehicle, or it's APP, and the only method seems to be some obscure lower button within the Charge Port, with some type of icon, that apparently does the trick. It took some time to find this. Maybe you can also disable charging by pressing the top button on the handle of the NACS cable... who knows.
I got you all the way to the last part of the last sentence. It isn't a Plug & Charge failure, it's a failure to turn off Plug & Charge when the app says it is off. I suspect it's really ON. Point being, if he could disable Plug and Charge there would be no way for Tesla TO bill him. But they did, so this has to be a Plug and Charge failure.

Of course. You can use any network in the Blue Oval Charge Network via FordPass activation, or Public Charge activation. Only EA and Tesla are Plug & Charge though, so you activate anywhere besides those 2 using FordPass or Public Charging, and the activation fails, nothing will happen.I don’t think that’s correct. Force Stop and clearing data cache does nothing, I did not clear credentials as I don't want to eff around with reconfiguring PAAK.So what is the workaround until there is a fix? Can Force stopping Fordpass or turning off connectivity in the truck before charging throw a monkey wrench in Plug and charge process or they have nothing to do with it. Any other ideas?

Your trying to use the tesla app pricing and not the Ford P&C pricing tier?
If so, here's what I do which seems to work fine for me.
Right before I plug in, I launch the Tesla app, select charging location, then charging booth/stall ...... Then I hit the "start charging" button ..... And THEN I plug the charging cable/adapter into the truck.
This procedure has always worked for me and seems to bypass Ford P&C as the Tesla app is commanding the charger before I even connect my truck.
I even have Ford P&C activated in my Ford Pass app just in case I wish to use that to activate a charging session while using other DC fast chargers besides Tesla.
