it looks like some jurisdictions are passing on local taxes, others are not, and Georgia's new 'EV Charging tax' has not yet been started... oh well... it sounds like DC Fast Charging, in general, is still the wild west. Who knows what you'll get, until you get there. And, we have little to no control over any of it, anyway.
Not passing on it ,haven' thought of it yet.
My cell phone bill charges me a state tax, a county tax, and a city tax. Others might also.

I would say that the EA stations in Georgia are charging a "SALES TAX" which as you stated is not the new EV CHARGING TAX, which might replace the "SALES TAX", lucky that no such shenanigans have occured in Taxachusetts .... yet!

Ironically when they allowed EA to toll by the KWH instead of minutes, the net revenue to the state doubled

@Calvin H-C , the Mass state DPU allowed EA and other vendors the right to toll by the KWH, it happened this past August 2023, as others point out consumers with high charging speeds benefited the most, I frequently tried to targeted my SOC in the 10-30% range to start, pre-conditioned the battery for quick ramp up and typically hit rates of 110 KW to 147 KW.

My take is Sales Tax is charged on many things and is a separate statute. Generally goes into the General Revenue fund for the various jurisdictions. In Texas, most things get chaged a sales tax composed of 6.25% State, 1% Local, and an optional 0-1% Local/Public Transportation authority.

I suspect GA charges sales tax on electricity sales so you are seeing that as Rick and others clearly have shown.

The new Charging Tax is probably just a way to get EV owners to pay their share of the state road maintenance which is typically a tax on each gallon of gas. That's why it is based on each 11 kWh - that is what GA thinks is equivalent to a gallon of gas. I seriously doubt it will replace the sales tax.

Governments can and will tax things twice for different purposes.

Different question why when they show the tier costing does the higher tier not say 91 - 350kw? Isn't that how it works? Any vehicle that is not capable > 91 prices at the lower tier and a vehicle that is capable of > 91 is charged at the higher tier.

As shown I find it confusing,

It’s dumb the way it’s shown, but <91 KW is $0.19, >90 KW is $0.37. How could you interpret it any other way?

Georgia tax rate imposed by the bill, not sure if local taxes will be added also:

"The final version of the legislation imposes a tax of 2.84 cents per kilowatt hour, down from 3.47 cents, as lawmakers responded to complaints that Georgia was poised to charge the highest excise tax on EVs in the nation.

EV owners currently pay a flat annual registration fee of $216 on their electric vehicles, which will not change under Senate Bill 146."

No argument with the cost doubling when the switch from by-the-minute to kWh occurred, but was it cause and effect or convenient coincidence?

Call me cynical, but I suggest that the switch in method of fees was used to jack up the price and not make it too obvious (until the final bill for a session comes in).

Sadly, if there was a possibility of changing back, it would probably be used to jack up prices again. 🤯
Sorry, no.

EA always wants to charge by the kWh. In some areas, they are not allowed to charge for electricity, so they charge by the minute usage of their equipment. Then they apply for permission to charge for electricity, and when approved switch over.

At times, the list of states where they charged by the minute was a dozen or so. A state would switch, then they would expand into a state where they had never had an installation before, and it would get added.

In late August, they would switched to per location rates, vs. per state. Some locations on the per kWh system are now higher than 48 cents per kWh. I have seen 56 cents and 64 cents, while the next location X miles away is the normal rate.

In a state that has per minute rates, I have no idea ifmit is possible that certain locations are now able to charge per kWh or not.

The new Charge Assist displayed an incorrect rate for me in O_io last Saturday, a per kWh rate of 31 cents which has never existed. Beware.

In addition, you should not trust PlugShare or the EA app (or FordPass) over the display on the charger itself. Verify.

Before reading this thread I hadn't even realized that when I charged in Georgia it was a per minute charge. Way cheaper that way when the charger is actually putting out the power it should, cost about half as much as my other charging stops.
