It's not legal. The previous administration did the same thing will wall funding. After about 3 years in court, they were told they had to spend the money. I can't explain why, but, this just isn't happening. Been looking for this to improve for years, no buildout or expansion. Charging stations have to happen for the vehicles to proliferate, but, no one is making the investment, even Musk seems to have lost interest. With public charging prices being 4x what power is at home, it seems like this would have to have a payoff eventually, but, no one is building any significant chargers. Major truck stop chains talked about it, but, it just isn't really happening.The private sector can handle charging networks. This may slow down rollout, but the networks are going to get built.
I’m not sure if Trump’s actions are legal or not, but it’s amazing how he hit the ground running this time around. There must’ve been some serious planning that likely started before November’s results were in.

I agree with the sentiment that the law will prevail in this instance. Only an act of congress can stop the money.
And this is where everything will end up. When Congress does reconciliation, you have to offset spending with savings. Tax cuts is a spend. He's going to pay for them with clawing money back from programs the Republicans disagree with.
