This has been the root of quite a few forum member‘d frustrations. One member said they reserved within 15 minutes but were told they need to wait for a 23 because the dealer hit their limit. Is there a way to ascertain how many a given dealer will get? I'm 10th on the list at my dealer, who only got 1 lightning for 2022MY. If there's no chance they'll get to 10 I might want to change dealerships myself...
The trouble is you needed to know before placing the reservation, and that‘s completely unfair. If 15 people selected a small dealer that otherwise would only get an allocation of 3, that poses a big problem.
One way to handle it would be to give that dealer 15, but that leaves room for fake orders.
A simpler solution would‘ve been to take the 3 reservations, then tell the buyer that the dealer is sold out, and give them a second dealer to choose from who still has allocations available.
Unfortunately, neither happens. The 4th customer selects the dealer, then 3 reservation holders are invited to order. The rest have to wait another year, even though they placed their reservation earlier than those who selected a larger dealer.
