For the cruise control speed sign recognition feature I would like to be able to set a percentage over the posted speed rather than a fixed number.
I normally drive between 15% and 20% over the speed limit. This works out to about 58 in a 50 and 95 in an 80 (these are kms, so ~35 in a 30 and ~60 in a 50 in mph). The problem is that the speed recognition feature only allows me to set a numeric speed additive, not a percentage. If I set 15 over, I'm now going too fast in a town and if I set 8, I'm going too slow on the highway. Being able to set something like 18% would be way better.

It doesn't really come in to play too much on controlled access highways because, if set for highways, the offset will normally be fine.

The other problem is that if the feature is turned on and I have adjusted the speed from the offset value, every time I pass a speed sign, even if it is the same as the last one, it reads the sign again and reapplies the offset, overriding my manual selection. My Telluride doesn't have %'age either, but at least it recognizes that the signed speed hasn't changed and won't change speed if I have manually adjusted it. It does quietly offer to return to auto offset, though, every time I pass a sign.

This probably applies to more Ford vehicles than just the Lightning.

Before going any further I would recommend learning about speed fines in your jurisdiction and how they're calculated. For example, here in Ontario it is solely based on kmh over and not percentages. If you're doing 15 over on the highway you might as well do 15 over in town.

Yes, of course. This isn't about fines.

I don't think it's right/fair to be going 65 in a 50 in a town (40 mph in a 30) but I don't mind doing 15 (10mph) over in the country or on a freeway (as a matter of fact, it's almost mandatory on Ontario highways :)). I might get pulled over doing 10 over in a town, but not 15 over in an 80 or 100. So, even though the fine system, once you're tagged, is based on pure speed over, simple safety, respect for people in small towns and whether you're going to be pulled over in the first place is not.

If the onboard system was based on percentages, it would work out much closer to the way I drive. Maybe I'm the only one who drives like this.

I agree with you... Percentage or at least the option of percentage would be preferred for me as well. Going 65km in a 50 feels crazy fast compared to going 15 over on the highway. I've noticed the exact feeling and race to shut off the cruise whenever it acts that way.

Just a thought - is the mph/kmph over setting tied to the profile you are using? If so, maybe you could set up a city profile and a country profile. Could assign each profile to a memory button.
